What this does

A single-file HTML evaluation tool for school ITQ / RFQ procurement. Loads your price schedule (xlsx) + vendor proposals, applies your rubric, scores each vendor, ranks them, and produces an award recommendation.

Exports: Word memo, PDF, Excel score sheet, JSON state file.

How to use

1. Click Download (sign in with MOE iCON)
2. Save the HTML to your laptop
3. Double-click to open in browser
4. Upload your price schedule + proposals → score → export

All — anyone running an ITQ / RFQ evaluation. No install, no macro permissions, opens by double-click.
